The Sovereign Citizen Movement In Montana
The above license plate is not sold by the state but is being used by residents of Montana and in other states across America who claim to be sovereign citizens.

Are Montana Sovereign Citizens Exempt From The Law?
When it comes to people using these plates, they try to get out of trouble by claiming they are “travelers,” not “drivers,” thus the plates are legal.
But here is what Wikipedia has to say about people who attempt to use these plates:
Sovereign citizens consistently violate traffic laws by refusing to use driver's licenses, valid license plates, and to register or insure their vehicles.[63][13] Some use homemade license plates and bumper stickers, which can serve the unintended purpose of warning police officers that they are dealing with a sovereign citizen. Most interactions of sovereign citizens with law enforcement take place on the road. As a result, the general public is mostly familiar with the movement through online videos of sovereign citizens' confrontations with traffic officers.[63]
While sovereign citizens are knowingly using banned plates, check out some of the vanity plates the Montana DMV said weren't allowed as well.
